Within the application enable AlarmPopupsEnable.
On the Alarms tab of the IO tag, put a check in the Popup.
It is a truncated version of the alarm page which pops up.

You can trigger a popup on an alarm by linking the alarm event to a display action in the Alarm Page setup. Just make sure the popup page is already configured in your VTScada pages list — worked perfectly when I tested it that way.
