When you start the VTScada application, the application manager is the smaller window which first starts:

If you are not seeing this, it is likely that you installed VTScada as a service. I'd suggest re-running the installer and ensuring that you do no select to install VTScada as a Windows service.
If you do wish to run VTScada as a service in Windows, it is something you can do but will need to turn of AFTER you have done some initial configuration. The button to install it that way in the installer is really for folks looking to upgrade an existing installation which is already configured to run as a service.
