I'm trying to create a template to use on a report but its somewhat complex.

I want to know if there's a way to make something like that on VTScada Light without the ODBC or Excel Add-in.

I'd recommend excel, however as you say you don't want to use it, then I'd probably build a page that had this layout and have the system print it as a PDF - though you typically only get the resolution of the screen that way - which might be poor...
