You could actually do a really great job of making a small popup window if you use chrome and save the url to the IP camera as a Chrome web app. Then you can use the spawn button to launch the app. This will bring the page up in a shell which looks like a VTScada popup page but which will render the HTML from the IP camera using the Chromium engine.
The alternate way to do this is to use ActiveX in VTScada to run a script which will launch the webpage in the browser. I suspect this will use IE to render the page and requires some effort doing custom coding.
