how can I tell if I have a runtime license or if I have a developer runtime license and I'm running in runtime?

all the new tags and new child options are grayed out.

The easiest way is to open the About VTScada Window in the VTScada Application Manager. See below:

I should note that, while there are several ways to develop offline, there is no development mode vs. runtime mode.

I have been to this page it shows version 11.1.
1000 tags allowed and 625 tags used .
every thing is disabled .
