Yes, it sounds like VTScadaLIGHT would be a good fit here.
As outlined on the VTScadaLIGHT page (https://www.trihedral.com/free-scada-software) this license includes one concurrent Thin Clint connection that can be accessed remotely from mobile devices.
One caveat is that unlike standard VTScada licenses, VTScadaLIGHT requires a VPN for thin client access outside your network. (We need to do this in order to prevent misuse of our free license.) A VPN is NOT required from within your network on your local WIFI.
As a rule, VPNs are a best practice for any SCADA/HMI application that needs to be accessed remotely.
