We plant to make Sequencer control for Governor and AVR system uses the PLC Simens S7 1200 PLC, can the latest VTScada communicated with this PLC?

we already can established communication between S7 1200 and VTScada with below configration.

All currently supported VTScada versions support communication to S7-1200 PLCs. When setting up the PLC using Step 7 / TIA Portal, you will need to check option “Permit access with PUT/GET communication from remote partner” option under CPU -> Properties -> Protection & Security -> Connection mechanisms.
