Create TCP Server in VTScada

I want to create TCP Server in VTScada application.
That TCP server can listen on Defined IP & Port and that can be used to connect with TCP Client.

How can I create TCP server in VTScada?

TCP server is a bit vague. VTScada comes with an http (TCP based) server built in (REST interface.) Docs are on line.
