I see VTScada can add 3D graphics created with 3rd party software (Must be flat jpg, png, bmp) from VTScada website. I am worried I cannot rotate and view from many angles in VTScada if VTScada only supports these file formats.

You could use VTScada to spawn the appropriate software. Would be nice if you found a solution to this, however I think your looking for the software to do something that it was not designed for... happy to be proven wrong. What’s the application?

If you are just wanting a 3D model to "move" to show all sides of the image, you could create multiple images that display consecutively to make it appear that its moving... doubt this is very efficient though...
