Answer:

This is a two-part process:

1) Disable the VTScada Applications Manager (VAM) and lock the application's Display Manager in full screen.

2) Disabling access to Windows (e.g., disabling the Windows button) is done outside of VTScada using Windows Administration Settings. This needs to be done by a Windows Administrator using Group Policies for Active Directory. This works differently on different OS versions.
